Global Test

Kerry's global test is obviously just another name for the Powell doctrine. Read the debate transcript. Anybody that misinterprets these statements is completely misguided and misinformed.

"But if and when you do it, Jim, you have to do it in a way that passes the test, that passes the global test where your countrymen, your people understand fully why you're doing what you're doing and you can prove to the world that you did it for legitimate reasons.

Here we have our own secretary of state who has had to apologize to the world for the presentation he made to the United Nations."


In 1991, Colin Powell said that forces should only be deployed when national interest, commitment, and support have been established.

Bush supporters say "we have to pass a test for the world?" ... and the answer is no. Bush has to answer to you, the American people. He has to answer to you. Do you care or notice that he's irresponsible and incompetent? If you don't notice or don't care, then you've failed the test as well.
